§ 1 GENERAL

A player is a person belonging to a club of an IFF member Association participating in a national or regional competition, organized by this IFF member Association.

 

A player can only be licensed for one club at a time.

 

An International transfer, hereafter transfer, is when a player transfers from a club, the giving club, in one member association which is member of IFF to a club, the receiving club, in another member association also member of IFF.

A Club may grant their players, who are under contractual basis, an exemption (Temporary Play) from this regulation for participation with another Club in a specified friendly international tournament (see IFF regulations for Friendly international matches §3.2).

If a player for reasons related to studies travel overseas (outside Europe) for a period shorter than six months outside the transfer period (1.7–31.12), the player can apply for a temporary transfer for the spring term. The player has to produce written proof of his/her studies in the country they are transferring to. The cost for the transfer is CHF 50 and it is valid for six months and expires automatically on the 30th of June even if the six months time period is not fulfilled
.

 

§ 2 REGULATIONS IN CHARGE
The transfer regulations of IFF shall be applied in all transfers according to § 1.

 

§ 3 TRANSFER FORMULA
A transfer according to § 1 shall be carried out on the official IFF Transfer Formula.

 

§ 4 ADMINISTRATION FEE
The administrative fee for a transfer according to § 1 is 150 CHF and shall be paid to IFF, whether the transfer will be made valid or not. For a player under 15 years no transfer fee shall be due.

 

§ 5 TRANSFER PERIOD
A transfer according to § 1 shall be the IFF official address by hand during the period 1st of May to 31st of December at midnight CET. A transfer arriving outside the transfer period shall be rejected. The period between two transfers of the same player shall be at least 21 days. A player having played the EuroFloorball Cup (Qualification and/or Final Round) may not transfer before 15th of November the same season.

 

Exemption from the transfer period could be given only when a player 16 years or younger is moving with the family to another country. Such exemption requires the approval of the giving and receiving Association as well as the giving and receiving Club.

 

§ 6 VALIDITY
A transfer shall be made valid by IFF within 21 days after receiving a correct transfer formula according to § 7, however not before 1st of July.

 

§ 7 TRANSFER
A transfer according to § 1 shall be considered correct and be made valid when a transfer formula according to § 3, signed by the player and the involved clubs and approved by the National Association of the giving club, arrives to the official address of IFF within the transfer period and the administrative fee according to § 4 is paid.

 

A player is free to transfer, and can not be hindered by the giving club, unless the player is under a valid written contract or has an obligation to the giving club or is under national suspension.

 

If a player is under a valid contract a transfer shall be made valid by IFF only when the giving club has agreed upon the transfer.

 

A transfer of a player under the age of 15 years, moving with the family to another country, may not be hindered, unless the player is under national suspension.

 

A player having not played for two years can not be hindered to transfer. The national Association shall confirm on the transfer form that the player has not played for the two previous years. Such transfer shall not be subject for a transfer fee. All players must however fill in the transfer form in order to transfer from one country to another.

 

The transfer for a player having not played for two years will be made valid by IFF from the day the confirmation (transfer form) has arrived to the IFF official address by post, fax or e-mail. These transfers are also handled outside the transfer period.

 

The signature of the giving club is to confirm the above.

 

§ 8 HANDLING
The transfer formula according to § 3 shall be signed by the player and the receiving club and shall then be handed over to the giving club against a receipt.

 

If the giving club agrees upon the transfer or is not entitled to hinder the player according to § 7, the giving club shall sign the transfer formula and hand it over to the receiving club within 14 days.

If the giving club does not agree upon the transfer or is entitled to hinder the player according to § 7, the giving club shall hand the transfer formula over to the receiving club within 14 days with a written statement of the reason not to sign the transfer formula.

 

When the transfer formula is correctly signed according to § 7, the receiving club shall pay to IFF the administrative fee according to § 4 and send the transfer formula to the National Association of the giving club for approval with the receipt of payment of the administrative fee enclosed.

 

If the clubs do not agree upon the transfer the receiving club shall decide whether to send the transfer formula or not.

If the transfer formula is not returned by the giving club to the receiving club within 14 days, the receiving club is entitled to send their copy of the transfer formula to the National Association of the giving club, with the receipt from the giving club and the receipt of payment of the administrative fee enclosed.

 

When a National Association receives a copy of a transfer formula not signed by all parties it shall investigate the matter within 14 days. If there is no reason according to § 7 to hinder the player to transfer the National Association shall approve the transfer.

 

The National Association shall, after having approved or disapproved a transfer, send to IFF the transfer formula with the receipt of payment enclosed within 7 days from approval/disapproval.

If disapproved by the National Association the reasons shall be stipulated.

 

§ 9 DECISION
Decision on transfers shall be made by the IFF RACC.

 

§ 10 APPEAL
Appeal against a transfer decision shall be dealt with by the IFF Appeal Committee (AC) and shall be IFF by hand within 21 days from the announcement of the decision by IFF RACC. As day of announcement is considered the day the decision is sent by IFF.

 

The decision of the AC is final. No appeals may be lodged against the decision of the AC.

 

§ 11 ARBITRATION
If there is a dispute concerning the contract in a transfer matter the dispute shall be settled by the IFF Board of Arbitration (BA).

 

When processing in the BA the IFF Arbitration Regulations shall be applicable. The decision of the BA is final. No appeals may be lodged against the decision of the BA.

 

APPENDIX

A player having played in a National Team or a Club on an Elite level (two highest divisions for the national association concerned) for the last two years is considered to be a registered player even if the National Association does not have a system for player registration/licensing.

 

The National Associations should have a reference to the International Transfers Regulations in their own transfer regulations.
